does the commander effect take effect before movement, or after movement, or either
for example if shaak ti benefits from rieekan and is 8 squares away from a tbsv and moves the 2 squares to become within its range and adjacent to an enemy, does she benefit from the twilek's ce?

You check to see if you are within range of the CE when you would want to use the CE.
In your example, it doesn't matter where Shaak Ti starts or ends, as long as the stop/attacks/move again happens within range of the CE.
