A Diplomat can combine fire as long as he does not have the melee ability correct?

Any characters who are combining fire must have a printed damage rating of 10 (or more) in addition to not having the melee attack SA. (page 22 of the rulebook)

They must be able to do damage, so a straight damage bonus can allow a figure to combine fire. Though the bonus cannot be tied to attacking. Stormtrooper Commander can allow a fig to combine fire, Captain Antilles cannot since the bonus is tied to attacking a figure.

So if the CE boosts attack, it cannot allow a character to combine fire, but if it only boosts damage, it can allow a character to combine fire? I'm a little confused on the current situation.

Damage is key. And it has to be a Damage bonus that does not require an attack, like Stormtrooper Commanders or Xizor's, NOT like Antilles or a CE that grants an SA that gives a damage boost, as those all require an attack to trigger.

I have another question to do with Diplomats. I was wondering if you can draw line of fire to General Veers Hologram does that stops people from attacking a diplomat?

Yes, as Veers does not have Diplomat. Diplomat does not need another legal target, just a character without Diplomat.
