Yes, Targeting follows targeting rules. This is covered in it's glossary definition.
Basically, a good rule of thumb is that if an ability or force power uses the word "target", it follows targeting rules.

As far as GENRAL targeting (not the Targeting SA):
The one exception to the LOS rule (that I can think of) is Kouhun Infestation - Replaces turn: 60 damage to 1 living enemy within 12 squares regardless of line of sight; save 11. It has been ruled that this is still "targeting", and must follow the targeting rules - with the one exception listed on the card (LOS not necessary).
So if there is an enemy Princess Leia 12 squares away and not in LOS, and an enemy ugnaught demolitionist 11 squares away - sorry - you can't Kouhun the Princess.
