Is it legal to use general Whorm Loathsoms, General Grevious (CS) and battle droid commanders CE's all at once? To turn battle droids in to killing machines?

CEs stack as long as they are granting different abilities.
If they grant a bonus to a stat (even a conditional Bonus, like Admiral Ackbar's CE), you would only take the highest bonus to each stat.

Yes, though note that the Battle Droid Officer does not have a CE, but the ability Fire Control.
If you want the ultimate Battle Droid though, use the combo of Whorm, a Commando Droid Captain, Grievious SotJ, a BDO, a BDS, and a SBDC. That'll let your Battle Droids when they stand still, make 6 attacks (3 sets of Twin Attack) at +12 Attack and 20 Damage. All for the low, low price of 151 points.
