If a character with diplomat is adjacent to an enemy figure then can that enemy figure use force powers like lightning to attack other characters within 6 squares?

No. While the diplomat is not a legal target, you must still follow the "if an enemy is adjacent, only adjacent enemies may be targeted" clause.

Even when diplomat reads that "does not count as the nearest enemy, even if adjacent"?

Adjacency always counts, so you cannot make any attacks until you are no longer adjacent.

Even though Diplomat says they are not considered a legal target under the correct circumstances, that does not allow characters next to Diplomats ignore the rule of being adjacent to enemy figures.

So, just to make an example, let's say your opponent has Palpatine on Throne and you have a Camasai Noble. The best thing to do against Palpy is to base him with the Noble and keep another one of your non-diplomats in LOS of Palps. This way, even if you move someone within 6 of Palps (but not actually touching him), he won't bee able to use Push or Lightning on anyone. This is because Palpatine cannot choose anyone that isn't adjacent as long as the Noble sticks around. But the Diplomat SA prevents the Noble from being targetted.

OK, so just to make the answer clear, as this thread is a little convoluted: can a enemy character adjacent to a Diplomat attack that diplomat character?

No.

This is sort of like an unstoppable force hitting an unmovable object. Diplomat says it cannot be targeted or attacked if there is a non-Diplomat in LOS, while the adjacency rule says that if you are adjacent to a figure you may only target adjacent figures. So in this case your only possible target is a figure who cannot legally be targeted, which means no one can be targeted.

That is what I thought, but i caved to the person I was playing with and let him lightning 3 of my guys
