OK, so the Czerka Scientist's SA that grants Twin Attack says that allies within 6 squares with nonmelee attacks that deal exactly 10 Damage get Twin Attack. Does that mean 10 base damage, or just 10 damage? For example, if I have a Stormtrooper (10DMG) that is benefiting from the Rodian Hunt Master's CE (grants Deadeye), does the Stormtrooper not get Twin Attack from the Scientist because he is dealing a total of 20DMG, or does he still get Twin because his base damage is 10? Is it the same situation with getting Jolt from the Scientist as well?

Base damage. So a Stormie with Opportunist would get Twin, not Jolt.

so, like, if I have a rodian diplomat with yularen, would the diplomat get twin(no base damage and opportunist)?

No, as their base damage is not 10.
