I have a question, the wording is a little confusing, let's assume the only diplomat that I can see belongs to my opponent and I want to shoot the person next to his diplomat, can I do this? The wording of the SE makes it sound like every one next to the diplomat can't be shot either, is this true?

There is no way for a non-Diplomat to gain Diplomat.

If the Diplomat character triggers from your character's LoS to a non-diplomat and it's the nearest target, then yes you can target next to the diplomat. I believe you are referring to characters with stealth (beyond 6 squares, and neglect accurate, sniper and sense) or cloaked next to a diplomat which happens in both cases where it can't be shot either.
