Ephant Mon's CE says: Enemies with Accurate Shot who have cover can be targeted by Fringe followers within 6 squares of this character, even if those enemies are not the nearest. Can I target someone with stealth, super-stealth or cloaked? I'm going up against Mandalorian's Scouts w/ CE Boba Fett Mercenary Commander

No. It gets around Stealth, but not Cloaked or Super-Stealth CE's. This is covered in the FAQ.
