What would players think of a mechanic like I created for the following?

I think it could really go places. Maybe make varients to boost defenses and what not. Just looking for feedback.

I always thought vehicles worked strangely in this game. I always thought characters with gunner and pilot should have been able to "bored" vehicles. In order to be effective. Gunner just isn't worth it since you have to leave them in the open to help get a shot off with some huge vehicle that then can leave the gunner behind. It's only really useful in scenarios in my opinion.
