pretty much, if the CE on Rieekans card was broken up in 2 sentences, naming each ability seperately, then they would be seperate. kind of like Revans CE or Thrawns.

Reeikan's CE is one. To give you an example of someone with two separate CEs, look at the IE Thrawn. His first CE gives Opprotunist to all characters; his second is the swap.
