So I made a Teräs Käsi Master but I'm thinking it a little over powered... Any thoughts?

Most dudes with staves have parry. Maybe a few points higher in cost due to high attack, but I'm no expert.

One thing that I always do is look at similar minis. Im not familiar with this guys so I can make an assumption on his power level but what you can do is take a look at miniatures from revenge of the sith. When I make force users I almost always use a different character as a base. Many of the Unique but non-key jedi from the saga are perfect base lines for example if you take a look at these two characters you can see the similarity to yours.Starting with stass you can see that her cost is a tad lower and so is her attack. She costs 22 and has 18 defence. Pretty generic jedi. Your guy costs 3 points more and has and extra +4 attack but a -3 defence. Pretty fair for a 3 point difference. But a 40 hp difference is about 5 points. She does have melee attack but not double or DR so that should add maybe 10ish points. Then were in the relm of agen kolar whos 32 (if your following my suggestions your guys cost is at 40ish about now. Agen is 32 and has almost the same stats but a little better his force powers though are fairly decent as a trade off for what your guys SA's are. So in my opinion you should raise his cost by about 10 points making it between 30-40. Hope this hellped. I wanted to keep this one on the low cost side but still be formidable...
Although it is not canon, I have always liked the idea that the T.K.M. is what the Jedi spawned from. To me they are like the "Flying Kung Fu Masters" of the movies Like "Hero" or anything with Bruce Lee in it.
So here is was I am going with...
Teräs Käsi Master Cost: 30 Hit Points: 80 Defense: 12 Attack: 15 Damage: 20 Special Abilities Melee Attack: This character can attack only adjacent enemies Double Attack: On his turn this character can make 1 extra attacks instead of moving Teräs Käsi Mastery: When hit by an attack, this character takes no damage with a save of 11. Force Powers Force 1
The damage reduction from Teräs Käsi Style was just not rally what I wanted, and Perry was just not cool enough... So Teräs Käsi Mastery is born...
I think the cost increase and the HP drop balances out nicely with the Teräs Käsi Mastery Special Ability.
But that is just my opinion... I could be wrong...

Looks ok to me, High Attack? well his defence is very low so not a problem as i see it.
At Home we use a cost total program to work out a point total, on our cost chart he comes out like this
STATS Hit Point 100 = 11 points Defence 15 = 3 points Attack 12 = 8 points Damage 20 = 3 points
Sub Total = 25 points
Special Abilities Melee Attack = -5 points Double Attack = 2 points (this is based on several factors such as attack/defence and Melee) Stealth = 2 points Teras kasi style= 2 points
sub total 6 -5 = 1 point
force powers Force 1 = 1 point
Sub Total= 1
Total Stats 25 SA's +1 FP's +1 Total = 27
So we would cost him at 27, so your 25 is to me fair because we cost stealth at 2 points, others might cost it at 3 and so on.
