I'm a little confused with the Gungan shield bearer. Does save 11 negate the WHOLE affect? Or just the damage that the enemy would take?

The attacker makes one save of 11. If he fails, the attacker takes the damage instead of the targeted mini. This ability had me confused for quite a while too, until I got my hands on a glossary where it explains it very well.
