Sabacc card change as the game continues. They are small electronic pads. They stop changing when you put them into the field. So, no this game has not really been made (that I know of).

A Sabacc Deck came with the old WEG RPG adventure Crisis on cloud City complete with rules on simulating the shifting cards.

You can usually pick this adventure up cheap off eBay, but you'd need to make sure it came sealed and complete.
