Why do some figures have numbers on the back of the base in a white font?

I believe this happened with the Rares and Very Rares in the last two sets, Dark Times and Masters of the Force. Beyond that, I can't help.

As far as I know, it is the batch they were printed it, a simple identifier that the factory was putting on the figures. This may have been to try to minimize ebay selling before they were released.

I understand it is a newer regulation involving plastics sold as toys. The number identifies the type or the manufacturing location or something and needs to be in each package. Since there is a R/VR in each booster, those were tagged. The same thing has been done on the action figures and other toys although sometimes in a more subtle way like raised letters or stamped.
