does penetration 10 and 20 work with vondum crab armor? or does that not count as damage reduction?

No. Penetration only works against the specific Special Ability, Damage Reduction.

SWM is pretty literal, there isn't a generic concept "damage reduction", there are just a couple of rules that reduce damage and "Damage Reduction" is the only one affected by "Penetration".

Perhaps in a finer world they'd interact, but as is they don't.
