I have never used the Targeting SA before and would like to be clear on how it is used.

So do you simply activate your character w/ the Targeting SA, pick any enemy regardless of line of sight and that enemy has -4 defense for the remainder of the round?
That seems like it could be a pretty handy SA. Lock your character w/ Targeting in a room and cherry pick your enemy that you want one of your beatsticks or shooters to pound on for a round.
