HE is legal. in Dynamic Duo, Disengration is ignored.

There are NO banned figures in any tourney format.

As noted, you ignore BFBH's Disintegration in the Dynamic Duo format.
And Soresu Style Mastery applies only to non-Melee attacks.

But all figures can be used.
