I'd like a SWMGPA-ish response. We play that as much as we can in our competitve games and I can see this question coming up. I understand, however, that there may be a certain amount of 'house rules' to this...

So, say a character has the ability to bring in a character, like a Rakghoul for instance, into the game, but you don't need to have them in your squad to start with, or even bring them in using reserves/reinforcements, but you have an ability or force ability to, in essence, create them into the game. I'm happy with that, but what happens if you don't actually own any Rakghouls? Does that nulify the ability? Or do you use proxy figures? Or, say you have three Rakghouls but required to (through this ability or through the Rakghoul's own ability) to bring in a fourth, or a fifth?

Second part: What about the new Vader? You role and bring in Imperial Troopers... but what if you don't own any? Or all the ones you own are already on the board?

bring it.

Im pretty sure the 'legal' rule for the rakghouls is that as long as you own one mini with matching card you can use proxies to bring in more, Idk if that will change when Celeste comes in though, because she doesn't need any rakghouls on the map to change some one in to one. Also I think the best proxy for them are gundarks, pretty close in greenish beast lookingness. I dont know what the rule is your referring to vader about but I would say proxy troops.

From the floor rules, you need at least one official card for each different mini you use. Proxies can be used as long as there is a clear way to identify them.

So, if you don't have any cards, you can't make use of the abilities.

Also, there are v-set Imperial troopers out there, so not having any physical troopers shouldn't be a problem, but it would limit one's choices on what to bring in.
