A few people mentioned in the Rebel Storm Redux thread that what Rebel Storm really needs is a re-costing. So what should new costs be to make the pieces competitive?
For the most part, I don't think the low fodder really needs any re-cost at all. Some just need more/better synergy.
Ewok 3 Tusken Raider 4 Bespin Guard 5 Rebel Trooper 5 Stormtrooper 5
Then the re-cost begins:
Jawa 4 (was 5) C-3PO 5 (was 6) Duros Mercenary 5 (was 6) Ithorian Scout 5 (was 6) Bothan Spy 4 (was 7) Elite Rebel Trooper 6 (was 7) Hoth Trooper 6 (was 7) Snowtrooper 6 (was 7) Twi'lek Scoundrel 5 (was 7) Wookiee Soldier 5 (was 7) Probe Droid 7 (was 8) R2-D2 6 (was 8) Scout Trooper 8 (no change) Gamorrean Guard 7 (was 9) Mon Calamari Mercenary 7 (was 10) Rebel Pilot 8 (was 10) Twi'lek Bodyguard 9 (was 10)
So that's everything of cost 10 or less. Someone else can take it from there (and/or criticize my new numbers).

Most look good, the only one I think is wrong is R2-D2 as I think he should cost more not less, Of cause this would also mean that all later characters with Override should also cost more. I also think Satchel Charge should have cost more as well for the characters that have it, though Satchel Charge is not relevant for Rebel Storm. This is of cause just how I see things but other than that I agree with all your re-costing.

I think personally IMHO the following characters are a bit undercosted:
R2-D2 (normal cost; if not higher) Bothan Spy (6; compare to YV scout) Snowtrooper (normal) Elite Rebel Trooper (normal)

I think R2 would be best at 7 points. If 8 or more, there's no reason to choose him over the R7. At 7 pts, R2 would be the choice if you're playing Rebels and you need to shuffle your squad for override (can't fit R7, replace Lobot if you don't feel you need the reserves, etc).
Also, I'm not sure re-costing nonuniques is the best idea as future v-sets might help some of them with CEs designed with the original RS cost in mind.

It's not like this exercise will carry any weight - just for fun. I hope I'm wrong, but I don't expect to see CEs that are so narrow that they make irrelevant RS pieces relevant. Most things that boost the RS non-uniques will also boost non-uniques from later sets, so it won't help them anyway.

At 8, there's no reason to take him over an R7. At 7, debatable. At 6, he's a clear choice, which I think he should be versus the fringe non-unique. For the Snowtrooper/Elite Rebel Trooper, I think their costs overemphasize the extra hit points. In the current game it's the norm for damage from attacks to be more than 10hp, so the difference between 10hp and 20hp isn't that much.
