My second Imperial Luke. The idea here is to make a Conflicted Luke, one who is doing his best to fight the Dark Side from within, and trying to slow down the Reborn Emperor's plans...while at the same time, he is losing an internal struggle with the Dark Side. EDIT At the same time, if he switches sides he is going to be a deterrent to your opponent, showing Luke's struggle to find his place in the Force during this time.

Probably overcosted, but excellent representation of the conflicted Luke you were going for. Despite my misgivings about cost, you did such a fantastic job with the piece in all other regards, especially flavor, that it's still a 10.

I've probably overthought this, but I didn't want to make him too cheap because then you could just Spam Force Re-rolls trying to get a 1 and throwing him over to be your opponents problem totally wrecking their squad. He is going to be a pain to take down with Parry, MOTF2, Illusion and his own personal 160 hp bodyguard. He is a solid harraser with built in Cunning and easy access to Opportunist and the potential to Stun a target after dropping his twin cunning on them.

Now as to his downsides, Tactician -4 isn't so terrible in the Imps since you have access to Master Tactician. It does increase your chances of rolling that 1, but only by a bit. And giving Force Users Speed 4 I just see as another version of Rival. You want to play him with the Emperor or Vader? Ok you can, but they will be slower. Emperor on Throne? Doesn't really matter with Emplacement and you get a nice battery for Luke.
