Probably going to need some feedback on this one. Perhaps I should add another point, or is Refugee simply useless altogether? I would be glad to hear your thoughts.

It's a very unique idea! I like the flavor! However, my experience with SWM is such that I'm not sure how awesome Refugee can be. It almost feels like it should be 3.5, since 3 could be too low if you find just the right CE (I'm thinking General Grievous, DAC and a swarm of 46 of these guys), but I think 4 would be overcosted. Then again, with Melee Attack and the range 6 limitation, that would be hard to pull of. Overall, it's a brilliant idea, and I like it a lot, but I can't really give a solid answer one way or another on costing. 9/10!

Good points CorellianComedian, I had very similar thoughts. I can't quite think of any one CE that would make these into a dangerous swarm-type unit, but it's possible that something might be out there. It's a puzzle, that's for sure.

Refugee seems a bit too complicated and also difficult to keep track of if you have multiple commanders and refugees. Maybe changing it to: (this character is subject to allied Commander Effects regardless of restrictions while within 6 squares of that character. This character can only receive the effects of one commander effect at a time)

^That would be a good idea, IMHO. That way they're a little more versatile, and like GG said, easier to keep track of. Maybe add something about having to choose a CE at the beginning of the round or the beginning or end of it's turn? But that wouldn't be super necessary.

Neat! Adds diversity to background characters or hostage VIPs or to recreation sequences, 9.99/10. I think the points make it awesome, maybe some different species and some diversity such as "coward", "braggart" etc Refugee reminds me of Defiance with Daniel Craig; local people with minimal training conscripted into the conflict of the era, in my case, the Clone Wars.
