I just saw Solo a second time and frankly this guy doesn't feel like him; but some of the fixes are so obvious I'll let You figure them out :)

But what does that even mean? This is meant to be him in his final fight minus the CE and he was very evasive/mobile and had two daggers

I would do Parry instead of Evade... Maybe a new form of Parry, where if he makes his save, he can move 2 squares? Kinda like a version of Rolling Evade but for Melee. I actually think this is a pretty good representation.

He was very hard to hit, but I'll play around with the rolling Parry idea. I was just super stoked to finally throw Teras Kasi on another character and have it fit.

Further evaluating, I don't mind Evade or Parry.. Or both, lol. But I guess Teras Kasi is a good enough Melee deterrent, and Evade is a good shooter defense. So I actually think its good as is! The CE is the only thing thats odd. But, he did kill the Governor for failing him.... The Ce is the only thing I find odd, but I can look past it.. Maybe you should give him a Subfaction tag?
