It should also be noted that the V-Sets staff have worked really hard to maintain the structure of the game that wizards created for us. For example, they have not made erratas to existing pieces, even where doing so made sense or would be easier to fix some problems that wizards introduced to the game. generally, the mantra of the v-sets seems to be "preserve and Expand".

The exception to this is serasu style mastery... which Wizards originally errated. Since the V-sets, there have been enough new pieces that provide sufficient strategies to counter serasu style mastery that the errata has been "lifted". So now the card text is accurate. There have been heated debates on this, but its generally excepted as helping the game. Since the game rules function by the card text, it works best if the glossary can be referenced as little as possible. This is one of the reasons errata's are avoided. The more errata, the less the game relies on the readily available stat cards, and the mechanics become bogged down by FAQs and Manuals.

Sneaky to answer the OP's Q?:

the simplest way is to adjust Rieeken's cost to reflect what your play group thinks a more fitting cost should be.

for example make him cost 17, 19 or 16 1/2Flapper

You will have to print it out, since all the physical cards are gone. All the vsets are available for download and print at www.swmresources.com

Are the reprints DCI legal? Or do you have to own the original fund-raiser distributed cards?

Printing them out is legal. There is no requirement to own the physical cards.

remember DCI is no longer running tournaments since WotC dropped our beloved SWM game.
SWGamers & many volunteers , organize and run tournaments now.
