Slight clarification. An ally is anyone
else in the squad. A character is not its own ally. If a commander effect or special ability affect the character itself, it says something like "characters in this squad (including this character) gain..."
But, yes, followers do not have commander effects. Commanders do. All characters are either commanders or followers, but not both. (There are a handful, like Jolee Bindo, that can change from followers to commanders in the middle of the skirmish by gaining a commander effect.)
