Yes. Except when there is a different enemy next to you; you can't shoot away from one to shoot another.

Yes, but only if the cover to the target is provided by a figure. If the cover is provided by low obstacles (green squares) or walls (red lines), then no, the Sniper cannot shoot the further away target.

by, "can't shoot away" I assume you mean adjacent?

I wrongly assumed that sniper was accurate shot with the bonus of characters don't provide cover, but it seems that they are different.

Easiest way to remember is that Adjacent enemies trump everything unless otherwise noted.

There are funky interactions, both original and V-Set, that change that rule.

I also assume that accurate shot and sniper applies to attacks and not to things that replaces attacks like missiles 20?

Correct.

It is possible to get accurate Missiles though with Ephant Mon's Commander Effect because of the wording, but only against enemies with Accurate Shot
