I think he's pretty good with thrawn squads. Speed 8, ignores characters for movement, Can always twin at the end of movement. He's great for running 16 hitting and letting you swap someone else on top.
He's also pretty good with general skywalker. 70 Damage from 16 away and Embo can just hop over whatever you put in the way.
Hat Toss is pretty handy too. Ignoring cover from 6 away means he has a way to attack cloaked guys.

I can't comment on whether his cost is accurate, but I love how different he is from other options. He's a beat stick, but not an uber-beat stick with 100+ damage. Low HP, but with DR10 and access to multiple other defenses. And then the triple-movement breaker of high speed, charging assault, and ignoring characters. Plus a low-damage ignores-cover option. Really great combination of tricks there.

After looking up Embo on wookieepedia I would have to say that the Clone Wars toon is now just making Star Wars silly.

He makes a pretty good Bodyguard for either Dooku, SL or Roan Fel.
