Invoking the targeting rules by use of the word "target" explicitly expresses design intent.

Sith Sorcery, Repulse, Unleash the Force, War Throat, splash effects (when the Shrouded character is adjacent to target) ...anything like that can affect a Shrouded character assuming all other conditions are met.

Yes. Those abilities affect the person using them. The abilities generate attacks and the attacks are against the enemies. Shrouded characters can be attacked no problem.

(Strafe also doesn't target, but that rule doesn't c into play in this situation.)

Also LSThrow and LSAssault, for the same reason you can use those abilities when attacking Vong.

I'm not sure about throw, as it does target.

It's on the list. Throw and Assault both target, but they target with attacks. The abilities themselves just generate attacks.
