That's on interpretation... I thought it was a reflection Lucas' silliness, the need to easily distinguish 'good guys' from 'bad guys'...and that white costumes cost less than camo costumes... then again, there's the 'Leia meets Wicket scene' and you can't see those Scouts... Except the canonical Kashyyyk troopers wore camo and were chronologically first. That may have been the case then, but now it is clearly the other.
