I would say that Shaak is the better piece for overall versatility. She is also much older, and VR, which i think matters a lot of this argument. Tiin i simply more obtainable, which goes a very long way for most people.
In regards to melee counter, i think tiin is actually the better of the two. Djem so hurts a lot, and while not always reliable, it has a good chance of going off, specially with mettle and FP use. Against a very heavy beatstick, Shaak is going to run out of FP very fast. Iven if you are conservative, it costs a lot to counter with her. If she gets critted, she will most definately burn a force point or two to prevent it, something not as vital to Tiin. Against eachother, Shaak may be harder to hit, but djem so i think will ruin her. Riposte is generally a bad idea against dejm so characters, specially those that deal 30.

Well, this might not seem like the right way to decide who is better but I could not decide. I haven't really played either of these pieces. So I rolled for it and Saesee Tiin won. Now thinking about it more I actually think that my dice made the right decision. She seems better out of the 2.
I really think that palpatine on throne is ultimate choice but since he is not an option I go for Saesee Tiin.

Saesee is much more likely to kill Grandmaster Luke Skywalker.
