It's true that people are never truly satisfied, but WOTC will do what's best for them. Keeping those starter sets moving off the shelfs by giving people a reason to buy them would be in their interest. Printing a card people could use in DCI would be a reason for people to buy them. Having a figure you can't use in DCI a part of the starter set is not a reason for them to buy it. That's why I can see them making that sort of adjustment. WOTC is pretty good at ingoring the complaints of the inconsistancies or errors that abound within the game. I just don't see how a company can ignore a problem that may potentially lose them money.

They may prefer to rush a new starter into the market.

Possibly, but one of the reasons the Clone Wars starter is so popular is because of the corresponding television show. The question they would have to ask themselves is do they need another starter when they have one that is popular enough? I would love a new starter that has new pieces, exclusive to the starter.

The thing to remember about almost any changes other than to GOWK himself is that whatever it is, it will probably effect something else. The question is to what extent does it effect other minis and in what way?
Let's say we have a figure that comes out that reduces a save value by 4, so 11s becomes 15s, 6s becomes 10, and 16s become 20. Depending on what it's on, it will have an effect on the meta regardless of what it does to GOWK.
If it were something akin to the Czerka scientist or a BSV as far as stats and overall abilities go, I think it would be a very useful and powerful piece, but unless you're facing GOWK, its inclusion wouldn't have to be a 'have to include'. The fact that you're not guaranteed to see the figure in almost every squad gives those save 11 figures a better fighting chance, but does force some thought on maneuvering to avoid being affected by it. And a lot of those figures have other abilities which still make them useful. GOWK himself would be particularly hit hard, when you consider that that save 11 with mettle is what makes him able to stand out in the open and absorb attacks.
With an R4 targeting him as well, his defense drops to 18, and his saves go from an 11, 7, 3, to 15, 11, 7. Anything that does multiple attacks will be in a much better position to kill him.
With his low damage output the only other thing you could do if you were afraid to tank with him would be to hide him in the back. But that would end up being a 55 point CE.
If there was a rules update to allow only 1 force reroll for any save regardless of MoTF as well, then he would certainly be easier to kill. He would still be effective, and nasty, and against a lot of other things would be almost unkillable. But you could start making some GOWK hate of Shooters, like Dash, and Jarael, mixed with R4s, Wicket, Twi'lek BSVs and this guy.
The other big thing that would really be affected would be the armies with evasion. So instead of an 11 or better, they would be 15 or better. And that would help out a lot of shooters who have been adversely affected by the amount of Evade created from Wedge and Rieekan.
